They may have given over-generous early retirement packages to the senior bods in the old structure, so that they can’t be bothered taking another job – especially in Leeds.

Pfft. Working in Leeds is easy. It’s residing there that’s the problem. Which is why God gave us the railways.

I suspect the problem is the requirements imposed by HR – probably that you have years of experience in health commissioning, which nobody has apart from a few in PCTs.
