Yes when we talk about tax and redistribution its important to recognise that alot of tax is only a transfer with no overall redistributive effect.
The Swedish system is in fact less redistributive than ours

The thing about tax is that inequality is the last thing you want to use extortion on as it only increases inequality.
The best thing to use extortion on is externalities, such as land monopolies etc.
