David Cameron might be able to hold a referendum on the Lisbon Treaty because the Czech Republic will probably delay its ratification of the agreement until after a general election in Britain, European Union leaders have been told.
But Davey Boy doesn’t want to have a referendum. It scares the faecal matter out of him.
What you mean is, if it’s still not ratified by all then Cameron will be forced, by his own promises, to have a referendum. And he’ll duck that if it’s in any way possible.

Well, let me make this quite clear, Call-Me-Dave; unless I hear an absolutely unequivocal, unconditional, undeniable promise of a referendum, I ain’t voting Tory.

I am sure that David Cameron is well aware of the court ruling in Bright that campaign promises are not contracts.
Furthermore, I am sure he is aware that breaking said promises in the first few months of a new Government tends to go without punishment, as Tony “honest guy” Blair demonstrated.

We had a referendum on the” Great Political Project to unite the West” once before.
The British people voted more than 2 to 1 in favour.
Interestingly, those opposed to the project made so much fuss that they forced the govt to hold the referendum, presumably pollster were saying what the result would be, but they went ahead anyway and forced the referendum that destroyed their cause.
