		<description>There are good erstwhile methods to not only eradicate this problem but to help those in need.  Since I have no wish to rehabilitate bandits who knowingly poach on the unsuspected – I will assist those who wish to teach economic diversification which leads to independence. 

There are better ways to deal with this issue.  The Third world no longer understands the difference between a handout and a hand up.  All they comprehend and very much expect - is charity – politics is solely responsible for this crime against humanity. 

New technology would allow Waste to be recycled safely and to produce vitally needed energy at the same time.  This would generate “profit” for those in Africa.  Now whether that profit falls into the hands of the same bandits is another question – “but” the reality of waste to energy to profit still remains.</description>
