		<description>Every time one of these stories hits the papers, we get the same routine. 

1. Harmless member of the public is threatened to stop doing something legal, by some official, from some council or quango.

2. Victim complains to a journalist and it gets published.

3. Management disown the activities of their own official. Claim it&#039;s all a misunderstanding.

It&#039;s getting a bit too predictable and regular for my liking. What I suspect is that these prodnoses are in the business of intimidating the law abiding, and they only back down when they are called out by the newspapers. For every householder who digs her heels in, there are several more who cave in.

This is how they bully us into submission.</description>
