Provide quality compulsory primary and secondary education for all boys and girls, regardless of ability to pay. Identify and address the barriers to girls and boys enrolling and staying in school and abolish user fees for primary school.

In order to make the population healthier it will be necessary to ban private primary schools?

No, not at all. It just says that everybody should have availability to education regardless of ability to pay. I.e, you should not need to get a worse education just because you are poor.

It is perfectly possible to implement this with a private school system. Sweden has lots of private primary schools, for example (although there is some sneaking in of school fees at the moment).
