http://www.southparkzone.com has had them online for ages, though I doubt it was legally so. I can access them from the UK so I’m guessing others can too.
Parker and Stone have never attempted to enforce copyright on South Park, probably something which led Viacom down this route. May as well go with the flow..

Presumably one would have to route through a US ISP or similar? At present I receive a splash page thus:
