As to the subject at hand: I always thought Chester Alan Arthur was highly underrated. His civil service reforms changed the government forever. Others have made the case for Harding in recent years (although the scandals do make a difference) . Coolidge is interesting.

He gives the answer for the most over-rated himself: Washington, Jefferson, Lincoln.
