Cannabis use among young people has fallen since the Government downgraded it to a Class C drug, according to figures published yesterday.
Of course, the Government thinks that cannabis should be upgraded back to Class B in order to reduce the number of young who take it….

Young people who “said that” they had used cannabis is not necessarily those who had actually used it. (Unless young people never lie, of course.)

Exactly. Part of the fun of illegal drugs is that they are illegal. Once it’s available at a reasonable strength and a reasonable price from every tobacconist, usage will halve.
