My experience of local neighbourhood combined heat and power systems makes me wonder if they’re really all that good an idea.

They use combined heat and power systems in places like Iceland, where there are geothermal sources. I’m not sure how popular it is with customers, but I wouldn’t expect the Russians to have a good track record of delivering a bundle of firewood efficiently. Any system has to cope with maximum and minimum demand.
Perhaps we should just be glad the Russians aren’t in charge of sex.
