		<description>The quotas are a form of property rights surely? (A fisherman has the right to catch x tonnes of cod, etc.) I think the problem is over-allocation of property rights coupled with poor enforcement by some authorities.

No-one&#039;s really calling for an increase in &lt;b&gt;catches&lt;/b&gt;, they are &lt;i&gt;already&lt;/i&gt; catching them as a &#039;bycatch&#039; of what they are fishing for (plaice, prawns, etc). They just want to be allowed to land and sell the fish they have already caught &amp; will have to throw back (dead) &lt;b&gt;anyway&lt;/b&gt;!</description>
