(A fisherman has the right to catch x tonnes of cod, etc.) I think the problem is over-allocation of property rights coupled with poor enforcement by some authorities. Clearly someone to listen to... No-one's really calling for an increase in <b>catches</b>, they are <i>already</i> catching them as a 'bycatch' of what they are fishing for (plaice, prawns, etc). No-one’s really calling for an increase in catches, they are already catching them as a ‘bycatch’ of what they are fishing for (plaice, prawns, etc). They just want to be allowed to land and sell the fish they have already caught & will have to throw back (dead) anyway!
