So are you against his central conceit that income, irrespective of source, should be taxed equally even if it may prove due to differing elasticity?
Tim adds: Not really sure: just wanted to highlight the point that the design was to take advantage of that very point.

opps, you answered my point, but it was supposed to say “suboptimal” after “it may prove”.
The dilemma between equality and efficiency springs eternal.
